Jose Luis Moscovich, has been Executive Director of the San Francisco County Transportation Authority for over six years. He has twenty seven years experience in transportation planning and engineering, including project development and oversight, environmental studies, long-range plan development, and a number of assignments in the private sector as a strategic planning consultant, and as infrastructure development advisor to Latin American cities. As Executive Director of the Authority, he spearheaded the development of the 30- year Countywide Transportation Plan for San Francisco, adopted in 2004, as well as the effort to reauthorize the local transportation sales tax, which culminated in November 2003 with a 75% vote on a new 30-year Expenditure Plan. Under his leadership, the Authority has achieved major milestones including development of the city's activity based travel demand model, preparation of a 30-year Strategic Plan for transportation investment in the city, completion of the environmental studies for the replacement of Doyle Drive, completion of the multiple award-winning Octavia Boulevard project, to replace the double-decker portion of the Central Freeway, completion of two feasibility studies for implementation of a bus rapid transit network in San Francisco, development of a multimodal level of service measure, and initiation of a congestion pricing study and a parking pricing study for San Francisco. Mr. Moscovich is the current chair of the Self-Help Counties Coalition. He is also Chair of the California Transportation Foundation Board, and he serves on the Advisory Board of the Lake Arrowhead Transportation and Land Use Program at UCLA. He holds a degree in Urban Planning from the University of Illinois in Champaign-Urbana, and a master's degree in Transportation Engineering from the University of California at Berkeley. He is a member of the Institute of Transportation Engineers, the Transportation Research Board, and the American Planning Association.
