Vladimir Bukovsky - Vladimir Konstantinovich Bukovsky is a writer, human rights activist, and a former Soviet dissident. He spent a total of twelve years in Soviet prisons, labor camps and in psikhushkas, forced-treatment psychiatric hospitals used by the regime as special prisons. Recently Bukovsky was a dismissed presidential candidate for the Russian Federation election of 2008.

John B. Dunlop - John B. Dunlop is a senior fellow at the Hoover Institution. He is an expert on Russia's two wars in Chechnya, nationalism in the former Soviet Union, Russian cultural politics, and the politics of religion in Russia. His current research focuses on the conflict in Chechnya, Russian politics since 1985, Russia and the successor states of the former Soviet Union, Russian nationalism, and the politics of religion in Russia. In 1995 and 1996, Dunlop was an official election observer for both the Russian parliamentary election and the first round of the Russian presidential election. In 1998, he served as an observer for the presidential elections in Azerbaijan. His most recent publications include The Rise of Russia and the Fall of the Soviet Empire (Princeton University Press, 1995) as well as numerous articles and chapters in books regarding political, social, and cultural developments in the states of the former Soviet Union. Dunlop's book Russia Confronts Chechnya: Roots of a Separatist Conflict was published by Cambridge University Press in 1998.

Richard Perle - Richard Perle is Resident Fellow, American Enterprise Institute for Public Policy Research, Washington DC (1987-) where he had directed its commission on Future Defenses. He is a leading authority on national security, military requirements, arms proliferation and defense, and regional conflicts. Previously he served as Chairman of the Defense Policy Board (2001-2003); Assistant Secretary of Defense for International Security Policy (1981-87); and served on the US Senate Staff (1960-1980). He has a B.A. in International Politics, University of Southern California (1964); a M.A Politics, Princeton University (1967); Honours Examinations, London School of Economics (1962-63) and Fellowships: Princeton University; Ford Foundation and American Council of Learned Societies. Mr. Perle writes frequently for the op-ed pages of the New York Times, Washington Post, Wall Street Journal, The Daily Telegraph (London), Jerusalem Post and other publications. He appears on radio and television on matters of security and foreign policy. He is the co- author of An End to Evil and author of Hard Line, a political novel.

David Waksberg - David Waksberg is the executive director of the Bureau of Jewish Education. He formerly was the director of the Bay Area Council for Soviet Jews and vice president of the Union of Councils for Soviet Jews.

Summary: The Second Stage: Building Democracy in a Posttotalitarian World - A panel featuring David Waksberg, Richard Perle, John B. Dunlop, and Vladimir Bukovsky as part of a conference hosted by the Hoover Institution entitled The Soviet Dissident Movement and American Foreign Policy during the 1980s.

The conference will analyze the joint effort by the Soviet dissidents, Western democratic government, nongovernmental organizations, the media, academe, and the cultural community, which helped to bring down the Soviet communist regime.
