Walter Posch is a research fellow at the European Union's Institute for Security Studies in Paris.

Gary Samore is the Former senior director for nonproliferation and export controls at the National Security Council and editor of three International Institute for Strategic Studies "dossiers" on weapons programs in Iraq, North Korea, and Iran.
