The Center for Strategic and International Studies (CSIS) hosted a two-day conference featuring high-profile leaders, experts, and opinion-makers to develop a shared international agenda for protecting civilians from terrorist violence. In addition to examining government responses and legal structures, the conference considers how local communities and international partners can transform the enabling environment that can intimidate local actors into silence or acquiescence. Topics include the impact of new media tools, changes in international humanitarian law, the evolution of terrorist tactics, the proliferation of suicide bombings, and innovative approaches to protecting civilians.- CSIS

Reginald Brack
Reginald K. Brack is former chairman and chief executive officer of Time Inc. Mr. Brack was named chief executive officer of the publishing company in December 1986 and served as both chairman and chief executive officer until August 1994 and chairman until 1997. Mr. Brack was CEO of Time Inc.'s Books Group from August 1984 until December 1986, when he was named CEO of the Magazine Company. He also was chairman, president, and chief executive officer of Time-Life Books Inc. from November 1982 to October 1986. From May 1980 until November 1982, he served as the founding publisher of Discover, Time Inc.'s magazine of science and technology. Mr. Brack was associate publisher of Time magazine from 1976 to 1980 and was chief operating officer of the magazine worldwide. He held the positions of Time's worldwide advertising sales director (1974-1976) and director of Time International (1971-1974). Mr. Brack is former chairman of the Board of Trustees of the National Urban League, and a trustee of the EarthJustice Legal Defense Fund. He is a former chairman of the Magazine Publishers of America and the Advertising Council, which he continues to serve as a director. He was inducted into the Advertising Hall of Fame in March 2001. In January 1994, Mr. Brack received The Henry Johnson Fisher Award, the magazine publishing industry's highest honor. Born on August 26, 1937 and raised in Dallas, Texas, Mr. Brack received a B.S. degree from Washington and Lee University in 1959.
Johanna Mendelson Forman
Johanna Mendelson Forman is a senior associate at CSIS, where she works on renewable energy, the Americas, civil-military relations, and post-conflict reconstruction. A former codirector of the Post-Conflict Reconstruction Project, she has written extensively on security-sector reform in conflict states, economic development in postwar societies, the role of the United Nations in peace operations, and energy security. In 2003, she participated in a review of the post-conflict reconstruction effort of the Coalition Provisional Authority in Iraq as part of a CSIS team.
Louise Richardson
Executive dean Louise Richardson is the senior administrative officer of the Radcliffe Institute for Advanced Study and is responsible for the coordination of academic and administrative activities and the strategic management of administrative operations. Richardson is also a senior lecturer in government at the Faculty of Arts and Sciences at Harvard and a lecturer on law at Harvard Law School.
Ken Silverstein
Ken Silverstein is the Washington Editor for Harper's Magazine.
In addition to contributing to the print edition of Harper's Magazine, Silverstein publishes a weblog entitled "Washington Babylon" on the magazine's website.
John Zogby
John Zogby is President and Chief Executive Officer of Zogby International, a leading public opinion and market research firm. Mr. Zogby routinely conducts polls on health care reform and global health efforts. Among his accomplishments, he is widely recognized for correctly predicting the cliffhanger result of the 2000 presidential election for George W. Bush, in contrast to most other pollsters who had projected that Bush would win easily.
Mr. Zogby established his firm in 1984 and since then has been tracking public opinion in North America, Latin America, the Middle East, Asia and Europe. He has written guest editorials for The New York Times and The Wall Street Journal, among other major newspapers, and he is the author of a forthcoming portrait of the new American consumer, which will be published by Random House this fall. Mr. Zogby holds degrees in history from Le Moyne College and Syracuse University.
