Dr. Fingar's presentation is really impressive. In particular, I was interested by his observation that while the worst case scenario seldom occurs, planning for it can sometimes bring about a self-fulfilling prophecy. His assessment that such worst case planning on the part of countries can cause them to "lose partnership and collaboration opportunities"--and thus either "create or exacerbate problems"--struck me as very astute.
